I just ordered one of these, but the wheels don't seem to fit flush to the underside of the bottom shelf. Is this normal?

No, it is not normal, it should fit flush and it should snap into place. The directions state to place the unit upside down and drive the wheel straight into the hole with a rubber mallet. I found that I could put my weight over the top of the wheel and press the wheel into the hole. You'll know when it's in place when it snaps and fits . If you can't fit the wheel in that way and you don't have a rubber mallet, I would use a regular hammer and place a piece of wood on top of the wheel (it's upside down so wheels are on the top and the unit is underneath). Hit the wood piece directly over the top of the wheel where it goes into the hole. It should drop into place. Good luck.

What is the height between the shelves please?

Each shelf has a 1/4" lip and I did measure it and confirm Rubbermaid's response is accurate. The clearance is exactly 11 3/4" between each shelf.

What is the height on the cart? The description says 15" but that can't be right.

I haven't measured exactly but it comes up to about hip/waist level. I'd say about 3 feet. If you want exact measurements let me know and I will go check.

What type of metal is used? Looking to use it for outdoor use.

Not sure I would use for outdoor use unless it is not being left outside. It is a good cart for indoor purposes. You could use it on flat surfaces outside (patio) if covered. Basically I don't think it would do well getting wet. For our purposes it is perfect and sturdy. Hope this helps.
