What is the inside measure? Will it hold a battery for an ebike that is 14.5 inches long?

The inside bottom of the bag is 14 to 14.5 inches long; however, the top opening is only 10 inches long. That top opening might be a problem for you. If you put one end of your battery down into the bag and then pulled back gently on the other end of the top opening it might go in but that would be a risk you would have to take. I recommend looking for a bag with a longer top opening.

Does it keep things cool?

No, definitely not. It is not lined and is black in color. Some things can get very warm if you are out in the sun for an extended amount of time.
