Can I use this with all Glofish or only betas?

It is safe for use with all Glofish.

Can you just add this to the water , or do you have to take all the fish out abd snail ?

I add Glofish directly to the water without removing the fish or snails. I've never had a problem.

Should this have had a safety seal under the lid? Mine did not.

No, it does not come with a safety seal.
