Can this polish out small stone chips?

It is a fine abrasive so may do scuffs not sure about chips

Will it remove swirl marks?

Not sure what you mean by ''swirl marks''. If these are scratch marks maded by grit I would say NO. It does clean and brighten plastic head lights and you will have to redo them after a time.

Does it prevent yellowing coming back?

What it does is to remove the top layer of the lens by gently grinding off the surface. If the yellowing is just on the surface it will remove it leaving clear plastic below.

Would this be suitable for cleaning/polishing the perspex roof of a Smart car? Thank you to anyone who can help with some advice.
