can this be put on the inner engine hood? or would the heat cause the plastic to melt?

I wouldn't recommend leaving it under your hood all the time. But you could use it when needed working under the hood of your vehicle. The heat would be a major problem also even if it could withstand the heat I don't know about the vibrations and it being able to stay in place while vehicle is in use.
