Does it come with a carry bag?

I don't think so (I don't really remember) but when gigging I put all my "stuff" (mic stand, guitar stand, Amp, Leads, etc) in one large holdall so that I only have two items to carry (bag & guitar). I have a couple of Hercules products and this is a well made sturdy stand which I would recommend.

There is a bag in the box with two cylindrical rubber things about an inch long inside. What are they for?

They are to put over the side parts of the yoke if your guitar has a headstock too narrow to be gripped by the normal width of the yoke.

Does the part that wraps around the neck and locks rotate to acomodate weird headstocks?

Depends on what you mean by weird headstocks. It will accommodate any guitar with a neck of normal width.

Is this stand good for different shaped guitars like the jackson demmelition fury and jackson king v? thanks

It has two spigots that hold the top of the neck but no base support. It relies on the bottom of the guitar to rest on the foam sleeves of the tripod legs to stop it swinging. If the neck is symmetrical, the guitar will hang straight, if not it will hang off to one side. My Telecaster won’t hang dead straight with it because of that but it doesn’t worry me. If you need the guitar bolt upright, you need a stand with base and neck supports. I like this stand because it is more sturdy and so suffer with my skewed guitar. It has rubberised foam sleeves you can put over the neck supports to accommodate narrower necks. Hope this helps!
