Q: does it wash off with soap and hot water ? or how do you remove it once used ?

We fill these on site. We wipe the counter with lint-free wipes beforehand and cloth followed by paper towels afterward. Any remaining residue w'll remove with isopropyl alcohol. Avoid using any degreasers as it is not known how the components of any given degreaser will react with with the components beyond the silicone base.Here is the SDS for reference:http://www.dowcorning.com/DataFiles/09027701837b0cf5.pdf

Q: Will this work to prevent vacuum leaks in an automobile engine ?

No I don't think so , automobile engine is pulling/ pushing stronger.

Q: Is this grease plastic safe? will not deteriorate plastic?

I can't answer over the long term, but I have used this grease on plastic fittings, plastic containers, black and red gaskets, and other items. I haven't seen any degradation of these over the last year or so. Normally incompatible grease will either dissolve the material or cause gaskets to begin cracking. I have never seen any deformation or stains indicating plastic dissolving, and I have used the same gaskets multiple times with no cracks or breaks. When I need a refill, which could be years from now since it seems to last forever, I would certainly buy this again. The best I can do is give you my experiences, but in this case I think you are good.

Q: Can you use this on fittings for residential hvac systems? i.e. gauge/unit connecting hoses and micron gauge?

I'm no expert in HVAC, but it's mostly silicone based, so very unreactive, but avoid other silicone.
