All it does is what it says on the tin. It adjusts the Windows volume control up or down. It doesn't tell you anything...

Try reading the spec - this is a PC device for use with Windows or Mac. Why would you think it would work on a smartphone?

The MIDI communication protocol is entirely different to USB, hugely slower and uses a different connector so NO. You could make a MIDI controller using similar parts but it would be a fresh design completely.
