Q: The description below the picture states that the cuff size has a range 8 3/4"-16 1/2" but the picture of the cuff shows a range of 8 3/4"-12 1/2" ?

I don't know the exact size but my husband has a very large arm and it works beautifully every time on him. At a doctors'office they have to use a large cuff but this works great. Hope that helps.

Made in China. Sadly we seem to no longer make anything in USA

Q: Does it allow for printing of readings?

No but you can keep 250 historical readings for two people; 500 total. I don't believe I've seen any pressure monitorso with that ability.
