Not if the battery bank is in parallel...if in series, yes....two panels @ 400 watts equal 800 watts. 800 divided by 12v equals 66.6 amps. No good. It has more to do with what is going in your batteries than what comes into your CC. Change to a 24v battery bank and you will be good to go!

That to me would be the max to attach to the rover I would not do any more than that

I am not an expert in this space but it is more important on the size of the array that is feeding the controller than the number / size of batteries. the controller will automatically control some of the output, but you don't want to overload the controller by having too many or too large of panels depending on configuration of panels and if in series or parallel. it matters how your system is panels are configured: Rover 60A: Can support up to 800W on 12V, 1600W on 24V, 2400W on 36V, or 3200W on 48V systems
