I don’t know about either of those, but the bottle says “harmful if swallowed.” I’ve never had any issues with it. It is a latex based paint additive...

Mix it with acrylic paint (recipes all over the web) to make it more pourable. The silicone is used to make the paint separate into patterns - look up pour painting for samples.
