It says in description that it “can’t be used as a monopod”, yet that is in the product description- can someone clarify?

In the description is states can be - but the model I got did not have the detachable arm. So wasn't able to be used as a monopod.

can this be used to mount a startracker adventure pro mini with ¼” or 3/8”?

The pripod (without ball and socket head) has a 3/8 screw. I have mounted a small jib with no difficulty on it, and a bigger jib quite some difficulty on it, but nothing broke. I have a sturdier tripod for the big jib now, ut this is perfect for the small one. You should be fine

Pan system on the actual tripod (not ballhead) not lockable. Which screw would I need to purchase to alleviate this issue?

Everything locks on mine, apart from the legs. Perhaps there is an issue with yours? You shouldn't need anything extra
