I need to start two motors on one 15 amp circuit. Will this prevent surge overload during startup by delaying one motor?

No. The system has two cords and you need to plug each into a separate line with its own 15 or 20 amp breaker. When I start my saw my vacume starts at the same time. when I shut off the saw my vacume runs for 7 seconds more.

can i use a plug bar into the tool power and plug in mutipule machines ?

It should. I use a Rigid vacuum and a Makita 15 amp miter saw for my set-up. If you feed your equipment off extension cords, however, you'll most likely need 12 ga. cords. That's what I use.

does it come with 2 transmitters or do you have to buy these separate.

It doesn't have transmitters. It operates from current flowing through the output outlet. When the device is turned on, turns on the plug with the Vacuum.
